ILO

The International Labour Organization was founded in 1919, as part of the Treaty of Versailles which ended World War I, to reflect the conviction that social justice and the protection of all working people is fundamental to achieving universal and permanent peace.

What is the ILO?

Based in Geneva, Switzerland, it is the specialized agency of the United Nations that deals with issues related to work and labor relations.

What is its mission?

Establish labour standards, formulate policies and develop programmes promoting decent work for all, women and men. In other words, it drafts, adopts and controls the application of international labour standards, ILO Conventions and Recommendations, which deal with fundamental issues in the world of work.

Who is part of the ILO?

Brings together governments, employers and workers of 187 Member States.

What other functions does it perform?

  • It conducts studies and collects data on all topics related to the world of work.
  • It publishes reports and working papers.
  • It has databases on the labor markets of the countries.

The ILO is organized through several formations.

  • On the one hand, the International Labour Conference, which meets once a year to discuss urgent or topical issues on the world of work, adopt new international labour standards and approve the ILO programme and budget.
  • On the other hand, the Governing Council, the executive body of the Organization, meets three times a year in Geneva.
  • In addition, the International Labour Office is the permanent secretariat of the International Labour Organization. It is responsible for all the activities of the ILO, which it carries out under the supervision of the Governing Body and the direction of the Director-General.

Role of Spain and the ITSS in the ILO

Spain is a founding member of the ILO and the member country that has ratified the most international labour conventions. The ILO Office in Spain began its activities in 1986.

On the other hand, the ITSS participates in the elaboration and monitoring of international standards in the field of Labour Inspection. The two most important ILO Conventions in this area are: Labour Inspection Convention (Convention 81) and the Convention on the Inspection of Labour in the Agricultural Sector (Convention 129).

ITSS also participated in the development of the new Guidelines on the General Principles of the Labour Inspectorate, which were adopted by the ILO in 2022.
