Rome hosts the annual meeting of reinforced cooperation of the Labour Inspectorates of Spain, Portugal, France and Italy

On December 2 and 3, the ITSS participated in the annual meeting of reinforced cooperation between Spain, Portugal, France and Italy, which took place in Rome, at the Ministry of Labour and Social Policy.

The delegations of the Labour and Social Security Inspectorate, together with the SEPE and the Social Security They worked with their counterparts in the aforementioned EU countries on several lines of action. Thus, the actions developed in 2025 were evaluated, the progress achieved in Exchange of information in the fight against fraud in the field of Social Security, and some of the priorities for the next year 2026 were advanced.

The ITSS proposed as a line of work for 2026 the international recruitment. Taking into account that the free movement of workers allows working people to work in any Member State, recruitment agencies They have a crucial role to play in this respect, as they disseminate job offers and facilitate the placement of workers in other countries of the European Union.

However, as the Spanish delegation, led by María Pita, director of the National Anti-Fraud Office, cases have been detected in which the working, living and housing conditions that are finally offered to workers do not correspond to those announced by companies or people engaged in intermediation in hiring. This undermines legal certainty, as well as the protection of Labour rights of mobile workers.

In Spain, these situations have been identified mainly in the case of workers from EU countries or third countries employed in Spain, as well as Spanish workers hired to work in other EU countries in sectors such as the logistics, hospitality and catering, and temporary work.

The importance of labor intermediation appears specifically in the ITSS Strategic Plan 2025-2027 in its Objective 6, dedicated to “ensure compliance with the regulations on the promotion and protection of employment”.

The meeting in Rome was also attended by the European Labour Authority, which plays an essential role in promoting joint actions that better protect the rights of all working people.
