Who can report to the ITSS?
Any person who is aware of such irregularities, provided they can formally identify themselves: ID card/Foreign Resident ID/Passport, electronic certificate, or PIN code.

In the registers of the other organs of the Administration of the State and of the Autonomous Communities, as well as of the local administrations, provided that the corresponding agreement exists.

A certified copy of the complainant’s DNI/NIE and, where appropriate, express authorization from the complainant must be attached so that the Inspectorate can verify his identity data in the corresponding register.
