The Labour and Social Security Inspectorate launches a special plan against the risks of high temperatures

As every year coinciding with the beginning of the summer, the ITSS has launched a Special plan to protect working people from the risks caused by exposure to high temperatures. This project falls within the scope of the Inspectorate’s monitoring and compliance with health and safety regulations.

This year continues the path marked by the previous plans and focuses on work that is carried out in particularly hot work environments, such as construction or agriculture. The actions are aimed especially at companies, working people and prevention professionals, who must pay great attention to the importance of preventing occupational risks related to rising temperatures and climate change.

Sending of 113,916 communications

Among the measures of the Special Plan, the actions of technical assistance to companies belonging to sectors in which there is a greater risk of exposure to heat stand out. In this way, have been sent 113.916 Communications to companies warning them of the adverse consequences for the health of working people that thermal stress can bring.

The ITSS has been sending these writings to companies in the construction and agricultural sectors since 2021. However, in 2022 the sectors of activity were expanded and these letters were also sent to gardening, waste collection, hospitality and outdoor leisure companies. During the last two years they have also received these missives Special employment centres and multi-service companies, as well as start-up companies in the construction, agriculture and hospitality sectors. As a novelty, last 2025 these writings were sent to companies of the retail (between 3 and 100 workers) and markets (from 2 people).

During this week, the Labour and Social Security Inspectorate will issue more than 100,000 notices to companies in the agricultural and construction sectors to inform them of the Obligation to guarantee the safety and health of working people in the face of high temperatures, as well as the applicable regulations.

Likewise, the communications sent by the ITSS warn of the Harmful effects on the health of workers exposed to high temperatures and of Prevention and protection measures to be taken against the risk of exposure At high temperatures in outdoor work.

With these missives, the Inspectorate also intends to remind its recipients that failure to comply with the duty of protection of working people in relation to these risks may be constitutive of serious or very serious safety and health infringement, which may lead to the corresponding fines.
